Tiered Interventions Using Evidence-Based Research (TIER)

Tiered Interventions Using Evidence-Based Research, or TIER, is a project funded by the Texas Education Agency. Our goal is to provide educators, caregivers, and other educational stakeholders with the knowledge and materials to ensure appropriate implementation of a multi-tiered systems of support (MTSS) in every school across Texas. TIER involves campus-wide interventions and student-centered interventions. Some of these interventions are practices educators might have been called: Response to Intervention or Positive Behavior Supports Initiatives (PBIS).

Region 15 provides training on support systems for students with academic and behavioral needs, aiming to address them before a special education referral. However, students suspected of having a disability should be referred for a full evaluation. Federal law (34 CFR § 300.111 Child Find) requires states and LEAs to ensure timely evaluations, regardless of a school's RtI strategy.

Texas Behavior Support Initiative

The Texas Behavior Support Initiative (TBSI) is a state-level training that fulfills the requirements of Texas Education Code §37.0021 and Texas Administrative Code §89.1053. It covers positive behavior interventions and supports for all students, including those with disabilities. While meeting legislative requirements for restraint and time-out procedures, TBSI also provides a framework for schoolwide, classroom, and individual behavior strategies. Region 15 recommends that staff supporting students with challenging behaviors complete this training annually.

Building RTI Capacity from The Meadows Center for Preventing Educational Risk

The Building RTI Capacity for Implementation in Texas Schools project is part of the Meadows Center for Preventing Educational Risk (MCPER) within the College of Education at the University of Texas at Austin. Funded by the Texas Education Agency for more than 10 years, we promote evidence-based practices and resources to build Texas schools’ capacity for implementing Response to Intervention (RTI). Our goal is to help schools use RTI to increase student achievement by reducing the number of students with learning and behavior difficulties

Center on Response to Intervention at American Institutes for Research

Response to intervention (RTI) and multi-tiered systems of support (MTSS) integrates assessment and intervention within a multi‐level prevention system to maximize student achievement and reduce behavior problems. With MTSS/RTI, schools use data to identify students at risk for poor learning outcomes, monitor student progress, provide evidence‐based interventions and adjust the intensity and nature of those interventions depending on a student’s responsiveness, and identify students with learning disabilities or other disabilities.
