What is HB 1605?

• Passed during the 88th Texas Legislature
• Expands the process for approving high-quality instructional materials (HQIM)
• Increases funding for instructional materials
• Supports parent transparency and teacher protections
• Establishes new Texas Essential Knowledge and Skills (TEKS) requirements

What is IMRA?

• Instructional Materials Review and Approval (IMRA) replaces previous processes
• Ensures a single, SBOE-governed review of instructional materials
• Requires publishers to provide online access to approved materials
• New funding entitlements tied to SBOE-approved material

Funding Opportunities Under HB 1605

• Additional funding available through the Instructional Materials and Technology Allotment (IMTA)
• Two new entitlements:
  • $40 per student per year for SBOE-approved instructional materials
  • $20 per student for state-developed Open Education Resources (OER)
• Funds can be used for purchasing new IMRA-approved curriculum

• More funding available for high-quality instructional materials
• Greater flexibility in curriculum selection
• Required transparency with parents
• New TEKS review and revision schedule
• Mandated classroom review process for local districts

An annual additional entitlement of up to $20 per enrolled student credited to a district’s Instructional Materials and Technology Account for expenses incurred in the printing and shipping of SBOE-approved OER ie. Bluebonnet Learning.

For a school district or open-enrollment charter school to qualify for the State-Developed OER Entitlement for additional instructional materials procurement, the school district must adopt an OER instructional material transition plan.
